E-Scotters and E-Bikes Around Town: Any Rules?

To the Editor,

Can someone clarify for me the rules, if any exist, regarding the use of e-scooters and electric bikes?
I have witnessed just last week, two young people with no helmets riding on one electric scooter downtown, I have also seen a young teenage boy, no helmet, on an electric bicycle in town.  He was going quickly weaving along the sidewalk.
Is there any law regarding the use of e-scooters or e-bikes on the roads or sidewalks?
Also, whether the riders should be wearing helmets? Are they allowed to ride on the road and sidewalk?
It would seem it could potentially be dangerous for pedestrians, as well as the riders.
